Home Insurance Companies in Texas: Market Share, Complaints

In 2025, Texas homeowners insurers had 1,153 confirmed complaints on about 9.1 million policies, according to the Texas Department of Insurance (TDI), and the complaints were not spread evenly. The two biggest companies, State Farm Lloyds and Allstate Vehicle and Property, held 25.4% of the policies in TDI’s data and 36.5% of the confirmed complaints. TDI’s own yardstick is the complaint index: a company’s share of complaints divided by its share of policies, where 1.00 is average. Below the table you will see the index for the biggest companies in 2025 and in 2024, and why you shouldn’t read a single year as a ranking.

What the TDI complaint index measures

TDI publishes counts of confirmed complaints and policies in force by company and line of insurance. The data set’s description says the index is “calculated by dividing the company’s percentage of complaints for a specific line of insurance by the company’s percentage of policies in force for the same line of insurance.” A number below 1 means fewer complaints than average for the company’s size; above 1, more.

A complaint is “confirmed” under Texas rule 28 TAC § 1.603 when TDI receives information that the insurer committed a violation of an applicable state insurance law or regulation, of a federal requirement TDI can enforce, or of a term or condition of the policy, or when the complaint and the insurer’s response together suggest the insurer was in error or the complainant had a valid reason to complain. So the index counts complaints TDI found had merit, not every complaint filed.

The biggest Texas home insurers and their complaint index

These are the 14 companies with the most homeowners policies in TDI’s 2025 count, using the company names TDI lists. Several big names appear under more than one company, so see the brand table after this one.

The Texas Windstorm Insurance Association (TWIA) and the Texas FAIR Plan, the state’s insurers of last resort, appear in the same data: TWIA had 231,038 policies, 12 confirmed complaints and an index of 0.41 in 2025 (0.18 in 2024), and the FAIR Plan 127,835 policies, 8 complaints and 0.49 (0.00 in 2024).

The same brand under several companies

Big insurers often write Texas policies through several companies. Adding up every company whose name starts with the brand (our grouping, not TDI’s) gives:

Brand (by company name) Companies Policies, 2025 Confirmed complaints, 2025 Index, 2025 Index, 2024
State Farm 1 1,468,920 250 1.34 1.10
Allstate 5 1,097,522 211 1.51 1.56
USAA 3 728,532 81 0.87 0.58
Travelers 5 326,079 40 0.96 0.79
Texas Farm Bureau 2 189,887 10 0.41 0.65
Nationwide 4 75,633 15 1.56 2.70
Lemonade 1 353,084 19 0.42 0.56

The brand index is our calculation with TDI’s formula, using the 2025 and 2024 totals of the whole homeowners line. USAA’s figure counts only companies whose name starts with USAA or United Services Automobile Association. This table does not include every brand, and TDI’s own market-share groups can include companies with other names.

Allstate was above average in both years (about 1.5), State Farm Lloyds went from 1.10 to 1.34, and Texas Farm Bureau and Lemonade were below average in both. Nationwide was above average in both years on a small base (about 76,000 policies in 2025).

Why one year of complaint data is not a ranking

Look at how much the index moves for the same company:

The total moved too: confirmed complaints against home insurers went from 733 in 2024 to 1,153 in 2025, while policies stayed about the same (9.05 million to 9.07 million). TDI’s data doesn’t say why. A company with a good index this year can have a bad one next year, and the index says nothing about price or how much a claim paid.

How to compare Texas home insurers

  1. Start with TDI’s HelpInsure.com, where you compare sample rates and policies sold in your area. It says results are informational, not a final quote.
  2. Look the company up by its exact legal name. Texas insurers often write policies through companies with names like “Lloyds” that differ from the brand on the advertisement. The policy documents give the legal name; the complaint data is searchable by it on data.texas.gov.
  3. Check that the company and the agent are licensed. TDI’s number is 800-252-3439.
  4. Get quotes with the same coverage and deductibles from at least three companies; see how to get quotes in Texas.
  5. Look at several years of complaint data, not one, and at the number of policies behind the index.

For the biggest companies by premium, TDI’s 2024 figures are in home insurance in Texas: average cost by county: State Farm Group 19.10%, Allstate Insurance Group 16.79% and USAA Group 11.22% of direct written premium.

Questions people ask

What is the best home insurance company in Texas? We can’t name one. The data shows complaints, not price or claim payments. A low index means fewer confirmed complaints for the company’s size, not necessarily better service.

Which Texas home insurer has the fewest complaints? In 2025, among the 14 companies in the table, the lowest index was American Bankers Insurance Company of Florida (0.26), but it was 1.70 the year before. Texas Farm Bureau (0.41 by brand) and Lemonade (0.42) were below average in both years.

Does State Farm have a lot of complaints in Texas? In TDI’s data State Farm Lloyds had the most confirmed complaints of any home insurer in 2025 (250), on the most policies, and an index of 1.34, up from 1.10 in 2024. Both are above the 1.00 average.

Is the complaint index official? Yes. It is TDI’s data, published on the Texas open data portal. The brand groupings in this page are ours.
